Piracy and Armed Robbery at Sea

Summary

Recently there has been increasing concern about reports of piracy and armed robbery at sea in the waters near the Malacca Straits, Singapore Straits and adjacent Indonesian waters. Such incidents are believed to be frequent (about one per day) though not all are reported to the authorities. Marine Department has received reports about HK registered ships having been attacked in that region, some of which are allegedly by Indonesian patrol boats.

The problem of piracy was discussed at the Maritime

It was agreed Safety Committee meeting of the IMO in May 1991. that IMO would receive reports of attacks from administrations and affiliated organisations and issue a quarterly circular containing details of reports. The first circular was issued in January and contained details of 10 attacks, none of which were believed to have involved HK ships.

At a meeting held by the International Maritime Bureau on 27 February in Kuala Lumpur (attended by a representative from the HK Marine Department and a representative of the British High Commission), it became apparent that many attacks were not reported to IMO nor to flag state administrations.
