UN CONVENTION AGAINST TORTURE, AND OTHER CRUEL, INHUMAN OR DEGRADING TREATMENT OR PUNISHMENT: EXTENSION OF UK INSTRUMENT OF RATIFICATION TO SOME DEPENDENT TERRITORIES AND CROWN DEPENDENCIES

The UK ratified the UN Convention against Torture on 8 December 1988. I attach a copy of the instrument of ratification.
At the time, In order not to delay ratification the instrument was only extended to those dependent territories where the necessary legislation was already in place.
2. We are now in a position to extend the instrument of ratification to the remaining territories (Crown Dependencies, Hong Kong and Bermuda). It will need to be made clear that the declaration made by the UK under Article 21 of the Convention recognising the competence of the Committee Against Torture to receive and consider communications submitted by another State Party, will apply equally to those territories to whom the Convention is now being extended.
3. I should be grateful for advice on how best to proceed with the extension.
