1. Further to our telephone conversation this morning, I enclose a minute to me from Treaty Section of

Nationality, Treaty and Claims Department of the FCO which supplies the information requested in Hong Kong telno 1466 (para 3).

2. To confirm one point I made, the UK has yet to ratify the Nice Convention (item 19.8). There is to be an additional plenary meeting later this year at which the Convention may be altered. It is unlikely that the UK will ratify before then.

3. I will telegraph in due course with comments on the three draft discussion papers and the explanatory note.
