SITUATION REPORT BY THE
COMMISSIONER OF POLICE: XCCI(92)10
The Council noted the
contents of the
briefs and the
Commissioner's written and verbal
Governor's intention to raise with the Governor of
Guangdong the smuggling issue.

remarks
Members noted the
about
the operational
difficulties experienced in tackling smuggling and the
Governor's assessment that the solution lay in
improving local intelligence and securing consistent
action from the Chinese authorities. In response to
Members' suggestion, the Administration undertook to
penalties for smuggling related

foot-patrols by policemen at certain times in certain
