SITUATION REPORT BY THE

The Council noted the

contents of the

briefs and the

Commissioner's written and verbal

Governor's intention to raise with the Governor of

Guangdong the smuggling issue.

Members noted the

difficulties experienced in tackling smuggling and the

Governor's assessment that the solution lay in

improving local intelligence and securing consistent

action from the Chinese authorities. In response to
