as a expert for Chinese law of the Swiss Institute

of Comparative Law, I am time and again confronted with human right's problems in China. In this context, I would

be very grateful if I could get an answer to the following

question:

Why did the British government, according to article 63 (1) of the European Convention of Human Rights, declare

that this Convention shall extend for instance to the

Falkland Islands, but not to Hong Kong ?

Furthermore, I would be very glad if I could receive a copy of the Hong Kong Bill of Rigths Bill of 1990.
