EUROPEAN CONVENTION OF HUMAN RIGHTS

I attach a letter from Professor von Senger of the Swiss Institute of Comparative Law which asks why the European Convention of Human Rights was extended, for example, to the Falkland Islands but not to Hong Kong.

We have contacted Legal Advisers who believe the reasons to be political rather than legal. I would be grateful if you could shed some light on this.
