The Secretary-General of the United Nations presents his compliments to the Permanent Representative of Hong Kong and has the honour to draw the attention of His Excellency's Government to resolution 1992/40 adopted by the Commission on Human Rights on 28 February 1992, entitled "Regional Farrangements for the promotion and protection of human rights in the
Asian-Pacific region". A copy of the resolution is attached.
The attention of His Excellency's Government is particularly drawn to the following paragraphs of that resolution.
In paragraph 3 of the resolution, the Commission on Human Rights encouraged all Member States and associate members of the Economic and Social Commission for Asia and the Pacific and other parties to make full use of the depositary centre for that organization which contains materials on human rights. In paragraph 6, the Commission on Human Rights encouraged all States in the Asian-Pacific region to consider further the establishment of regional and, in this regard, requested the Secretary-General to organize, within existing resources, a seminar to discuss this matter in 1992.
In paragraph 7, the Commission on Human Rights appealed to all Governments in the Asian and Pacific region to consider making use of the possibility offered by the United Nations of organizing, under the programme of advisory services and technical assistance in the field of human rights, information and/or training courses at the national level for appropriate government personnel on the application of international human rights and the experience of relevant international organs; in paragraph 8, the Commission on Human Rights encouraged all States in the Asian and Pacific region to consider ratifying or acceding to the various human rights instruments.

Pursuant to widest possible basis in the implementation of the resolution. suant to paragraph 10, the Secretary-General will submit to the forty-ninth session of the Commission on Human Rights a report on the progress achieved in the implementation of that resolution.
In this connection, the Secretary-General would appreciate receiving if possible before 30 September 1992, any views and information His Excellency's Excellency's Government may wish to provide relating to the implementation of resolution 1992/40, addressed to the Centre for Human Rights,.
