I refer to the communication from the UN Centre for Human Rights dated 7 July 1992 addressed to the "Permanent Representative of Hong Kong" concerning regional arrangements for the promotion and protection of human rights in the Asian Pacific region (follow by fax). It was unfortunate that we were so addressed. The communication went to our Permanent Representative (GATT).

The communication is obviously a circular intended for UN member states and associate members of the ESCAP. Hong Kong enjoys a status of the latter.

Regional arrangements for the promotion of human rights are a subject on which we take special care to avoid creating any false impressions. Our response should therefore be measured. A draft response will follow by fax. I should be grateful for any comments you may have by 28 September.
