Article 9 (1) stipulates that reports are required every two years after the submission of an initial report. In practice, the Hong Kong Government has prepared the drafts of such reports insofar as they concern Hong Kong in consultation with the UK Government. These draft reports sent to the United Kingdom Government for submission to the Committee.
