The aim of the Convention is to co-ordinate and
international
action
against
strengthen
racial discrimination in all its forms and manifestations in order to promote understanding between races.

Article 8 of the Convention provides for the establishment of a Committee on the Elimination of Racial Discrimination (the "Committee"). The Parties to the Convention are required to submit reports to the Secretary-General of the UN, for transmission to the Committee, on the measures they have taken to give effect to the provisions in
the Convention (Article 9(1)). The Committee Studies
comments upon such reports (Article 9(2)).
