Internally the scene dominated by preparation for the 14th
Party Congress. No date announced but late October looks likely. Deng Xiaoping, who some reports suggest is seriously ill, hopes the Congress will reaffirm a commitment to faster reform with resulting personnel changes in favour of more reformist leaders including Zhu Rongji. Some speculation that Li Peng may be replaced but no firm evidence either way.
