GENERAL BILATERAL

Visits

Hong Kong apart, bilateral relations remain on course with both sides steadily injecting more substance, although we have still not returned to pre-1989 warmth.

Number of ministerial visits in the offing, including

Mr Heseltine and Mr Needham late October in support of a major trade mission, Vice-Premier Zhu Rongji visiting here on 15-19 November as guest of Mr Heseltine.

- Other outward visits include Sir Michael Marshall (IPU) (29 September-1 October) and Mr Robert Adley with a Parliamentary Delegation (1-10 October.)

Human Rights

Human rights remains a central concern. Lord Howe's human rights delegation now fixed for 1-8 December. Details are being sorted out.

Bilateral trade disappointing over the last 18 months. some recent successes on the aerospace front: Rolls Royce engines for 13 Boeing 757s and 8 BAe aircraft.
