I attach a copy of a letter sent to me by Li Xiaobin, an Assistant Professor from the Central Party School in Peking, who is at present studying in Oxford on an FCO scholarship. writing to inform me that he has applied to the British Council British Council for the funding to spend next term in Hong Kong furthering his research on the cultural and philosophical inter- reactions between China and the West. I presume from the the letter that what he wants is for his FCO scholarship funding to be extended to cover his time in Hong Kong and, more importantly, the cost of travel there and back. I would be grateful for your advice on how I should reply. I am also copying this minute and letter to Mr Seaton in FED and Mr Bunten in HKD to see if they have any views on the principle of Mr Li carrying out this sort of research in Hong Kong. I am not clear from the letter quite how vital to his project a visit to Hong Kong would be, but I can see no harm in the idea.
