PROPOSED TROIKA WITH CHINESE

I understand that Mr Keefe's submission of 7 January

(FGD) cleared with Mr Morris here in my absence. I have also seen Mr Gozney's minute of 8 January. I apologise for intervening late but there are a number of points arising from the Portuguese proposal to hold a Troika with the Chinese on 18 February which deserve an airing.

The custom has been established to hold only one Troika meeting annually with the Chinese in September at UNGA. Surely the Twelve should be consulted before any firm decision is taken to alter those arrangements? (In parenthesis, no mention was made of this idea when the Portuguese Asia Director reviewed Presidency plans with Mr Burns on 18 December).

The date of 18 February has no doubt been chosen to coincide with Li Peng's visit to Portugal that day. Qian Qichen must, I assume, be accompanying him. While we have no locus to object to the Portuguese inviting Li Peng to Lisbon bilaterally, the Twelve do have a locus to comment on any Portuguese scheme to associate the Presidency (and Troika) with Li Peng's visit. The Twelve as a whole would not, I am sure, have approved any suggestion that Li Peng be invited to Lisbon qua Presidency of the Community. To hold a Troika
