During the Secretary of State's visit to Lisbon on 7 January, Mr Pinheiro ran through the Portuguese plans for possible Troika meetings at ministerial level.

Mr Pinheiro was planning a Troika meeting with the South Korean Foreign Minister in Lisbon on 17 February in the margins of the EPC Ministerial.

He was contemplating a Troika meeting with the Chinese Foreign Minister also in Lisbon on 18 February. This would need careful preparation. Mr Pinheiro thought that the Troika could welcome some of the moves the Chinese were making over human rights and legitimately talk about Hong Kong and Macau since these territories and their future were a concern of the Community as a whole and not just Britain and Portugal. The Secretary of State said that he was due to meet Qian Qichen in London in March on Hong Kong business but this need not affect a Troika meeting the previous month.
Mr Pinheiro was planning a Troika visit to India on
4-6 March.
He thought that the possibility of a Troika visit to South Africa should be kept in mind, subject to progress in the constitutional process there.
As I reported by telegram, the Portuguese are also thinking of a Troika visit to the Commonwealth of Independent States.
