Membership of the Association

I refer to my letter to you of 31st October 1991 and your reply of 28th January 1992, under your reference C286(7).

Our Council held its annual meeting in New Zealand last month and arrived at the following decisions:

(a)

(b)

to recommend to the next General Meeting of the Association that Articles and Statutes of the Association should be amended to permit any existing Member, Associate Member or Additional Member to remain in membership with the approval of the Council, if the country in which it is situate ceases to be within the Commonwealth;

that this should apply in future to any country currently within the Commonwealth and not just to Hong Kong; and that there should be no restrospective application.

A propos of (b) and to answer your question, institutions in South Africa and Pakistan left our Association when their countries parted from the Common- wealth. Pakistan's universities have almost all rejoined in the last year or

The Fiji situation is somewhat confused in that the University there is "of the South Pacific" serving all independent Commonwealth countries in that region and with branches in some of them. We have permitted continuation in membership not so much by explicit decision but rather by way of being grateful both that the University wishes to remain a member and for the fact that none of our members has (as yet!) raised the issue.

Your offer to consider a draft of the amendments is most welcome. The following represents my own humble attempts.

RENUMBER Article 4 as 4(i):

Insert before "All Members" the phrase "To

ADD new Article 4(ii): "Any existing Member, Associate Member or Additional

Member may, if it wishes and if the Council approves, continue in membership if the country in which it is situate ceases to be within the Commonwealth."
