PASTORAL VISIT TO ATTC
1. Many thanks for copying to me your minute of 29 June reporting on your very welcome, if only too brief, visit to Taipei last month.
2. Although matters have moved on as regards a number of the points covered in your report, I nevertheless do have a few comments or clarifications to make since I think your minute is an important record of how ATTC is seen from London. If I may say so, It encapsulates very well many of the problems we face here and is remarkablely acurate and precise considering that it is based on a visit of less than 24 hours. I think this says something for the impact which Taipei has on visitors, even those, like yourself, who are only passing through.
HOUSING
3. I think we have to accept that the housing for the Deputy and myself is going to be inadequate throughout our time here in terms of the jobs which we should be trying to do. The long term solution, at least for the head of post, should be to buy and I would hope that that would be an option which my sucessor would be looking at. I know that there are legal complications but the sooner we start addressing them the better. OED should be putting a marker down now for purchase in the financial year 94/95 or 95/ 96. A decent residence will not come cheap but the longer we leave the matter in abeyance the more expensive it will be and in the meantime we are going to be paying around L 70,000 a year in rent.
4. Incidentally, could I ask you to copy your minute to OED since what you say on housing - as well as offices - will be of interest to them.
COST OF LIVING / ENTERTAINMENT
5. Part of the objective of getting a decent residence was to reduce the dependence on very expensive hotels for entertainment. I am afraid we have not succeeded in this and so the strain on frais and entertainment allowances will remain considerable. I shall be putting a case for much enhanced frais to PSD in due course and will ask for a further reveiw after one year.
