Draft explanatory memoranda on these agreements are attached.

With the Whitsun recess fast approaching we need to deposit by the end of next week. I would be grateful therefore, if departments were to let me have comments by 4 pm Tuesday 19 May. I apologise for the short deadline, but these memoranda are relatively straightforward. Nil returns are not needed.
