le 117. The Macao SAR will, on its own, formulate labour acies and improve laws relating to labor in light of the .conomic development situation.
The Macao SAR will establish an organization for social coordination, consisting of members of the government, employer's organizations, and employee's organizations, to provide consultative advice for the formulation of labor law, social security system, and economic plans.
Article 118. The Macao SAR will maintain and improve Macao's previous systems of shipping management and shipping regulation and, on its own, formulate shipping policies.
The Macao SAR may be authorized by the central people's government to maintain a shipping register and issue related certificates under the region's legislation, using the name "Macao, China".
With the exception of foreign warships, access for which requires the special permission of the central people's government, ships will enjoy access to the ports of the Macao SAR in accordance with the laws of the region.
Private shipping businesses and shipping-related businesses and terminals in the Macao SAR may continue to operate freely.
Article 119. The Macao SAR will itself formulate policies regarding tourism and recreation in view of the region's overall interests.
Article 120. The Macao SAR will pursue environmental protection in accordance with the law.
Article 121. The Macao SAR will recognize and protect, under the law of the region, all lawful leases of land granted or decided upon prior to the establishment of the Macao SAR which extend beyond 19th December 1999 and all rights in relation to such leases.
Newly granted or renewed leases of land after the establishment of the Macao SAR will be handled in accordance with the region's relevant laws and policies regarding land.
Chapter VI; Cultural and Social Affairs
Article 122. The Macao SAR will, on its own, formulate educational policies, including policies regarding the educational system and its administration, the language of instruction, the allocation of funds, the examination system, and the recognition of educational qualifications and academic awards, and promote the development of education.
The Macao SAR will carry out compulsory education progressively by law.
Community organizations and individuals may, in accordance with the law, run educational undertakings of various kinds.
Article 123. Schools of all kinds in Macao may continue to operate and will have the autonomy to run themselves and enjoy teaching and academic freedom in accordance with law. Schools run by religious organizations may continue to provide religious education, including courses in religion.

Schools of all kinds may continue to recruit staff and use teaching materials from outside the Macao SAR. Students will enjoy freedom of choice of educational institutions and freedom to pursue their education outside the Macao SAR
Article 124. The government of the Macao SAR will, on its own, formulate policies to promote medical and health services and to develop traditional Chinese and Western medicine. Community organizations and individuals may provide various medical and health services in accordance with the law.
Article 125. The government of the Macao SAR will, on its own, formulate policies on science and technology and protect, by law, achievements in scientific and technological research, patents, discoveries and inventions.

The government of the Macao SAR will, on its own, decide various scientific and technological standards and specifications applicable in Macao.
Article 126. The government of the Macao SAR will, on its own, formulate policies on culture.
The Macao SAR government will protect, by law, the achievements and the lawful rights and interests of authors in their literary and artistic creation.
The government of the Macao SAR will protect, by law, scenic spots, historical sites and other historical relics.
Article 127. The government of the Macao SAR will, on its own, formulate policies on sports. Non-governmental sports organizations may continue to exist and develop in accordance with the law.
Article 128. The Macao SAR government will not, according to the principle of freedom of religious belief, interfere in the internal affairs of religious organizations, interfere in the efforts of religious organizations and believers to maintain and develop relations with religious organizations and believers outside Macao, and will not restrict religious activities which do not contravene the laws of the region.
Religious organizations may run seminaries, other schools, hospitals and welfare institutions, and provide other social services in accordance with the law.
Religious organizations will, in accordance with the law, enjoy the rights to acquire, use, dispose of and accept contributions. The previous property rights of religious. organizations will be protected in accordance with law.
Article 129. The Macao SAR government will, on its own, determine its professional system and formulate methods of assessing and accrediting qualifications for professional practice based on the principle of being fair and reasonable.
People with professional qualifications or qualifications for professional practice obtained prior to the establishment of the Macao SAR may retain their previous qualifications.
The Macao SAR government will maintain the professions and the professional organizations recognized prior to the establishment of the region; and may, as required by developments in society and in consultation with the parties concerned, recognize new professions and professional organizations.
