7. The Macao SAR courts shall be formed by the Preparatory Committee for the Macao SAR in line with the Basic Law of the Macao SAR,
Proposal of the Committee for Drafting the Basic Law of the Macao SAR on Establishing a Macao SAR Basic Law Committee Under the NPC Standing Committee
1. Name: The Macao SAR Basic Law Committee Under the NPC Standing Committee.
2. Affiliation: It will be a working committee under the NPC Standing Committee.
3. Function: The committee will study issues inherent in Articles 17, 18, 142 and 143 of the Basic Law of the Macao SAR and then make suggestions to the NPC Standing Committee.
4. Composition: The committee's 10 members will be appointed by the NPC Standing Committee, with five each coming from mainland China and Macao. The committee will include figures from the law establishment and will have a term of five years. The Macao members shall come from the Macao SAR's permanent residents, who are Chinese citizens and who have no right of residency in a foreign country. They shall be nominated jointly by the chief executive, the president of the Legislative Council, and the president of the Macao SAR Court of Last Instance, and their names shall be submitted to the NPC Standing Committee for appointment.

Resolution of the NPC Standing Committee on making public the "(Draft) Basic Law of Macao Special Administrative Region of the PRC”:
(Adopted on 16th March 1992)
The 25th session of the seventh NPC Standing Committee has heard a report by Ji Pengfei, chairman of the Macao Special Administrative Region Basic Law Drafting Committee, on the "(Draft) Basic Law of Macao Special Administrative Region of the PRC" and related documents and made the following decisions:
1. It is to promulgate the "(Draft) Basic Law of Macao Special Administrative Region of the PRC” and three annexes, and simultaneously promulgate the "Decision of the NPC of the PRC on the Methods for the Formation of the First Government and First Legislative Council and Judicial Organization of the Macao Special Administrative Region (Draft Manuscripts)" and the "Recommendation of the Macao Special Administrative Region Basic Law Drafting Committee on the Establishment of the Macao Special Administrative Region Basic Law Committee of the NPC Standing Committee". From the date of promulgation to the end of July

1992, opinions will be extensively solicited in Macao and other regions of the country.
2. The NPC Standing Committee entrusts the Macao Special Administrative Region Basic Law Drafting Committee to take charge of the work of soliciting opinions.
3. The Macao Special Administrative Region Basic Law Drafting Committee will be responsible for soliciting and compiling opinions of various central departments, varous political parties, various mass organizations and people of various circles in Macao. The standing committees of people's congresses in various provinces, autonomous regions and municipalities under the direct jurisdication of the central authorities will be responsible for soliciting and compiling opinions of people of various circles in those localities and send those opinions to the Macao Special Administrative Region Basic Law Drafrting Committee before mid-August 1992. People of various circles may also send their opinions directly to the Secretariat of the Macao Special Administrative Region Basic Law Drafting Committee.
4. The Macao Special Administrative Region Basic Law Drafting Committee will further revise the “(Draft) Basic Law of the Macao Special Administrative Region of the PRC" in accordance with opinions expressed by people of various circles in Macao and other regions of the country and submit the revised version for examination by the first session of the eighth NPC to be held in 1993.

Macao Basic Law draft presented to NPC Standing Committee (Text) Entrusted by Chairman Ji Pengfei, Lu Ping, secretary-general of the Committee for Drafting the Basic Law of the Macao Special Administrative Region [SAR], today [14th March] delivered a report to the the 25th Session of the Standing Committee of the National People's Congress [NPC] on the Basic Law of the Macao SAR (draft) and relevant documents, which were submitted to the Standing Committee for deliberation.
In the report, Lu Ping said: The basic law of the Macao SAR was drafted on the basis of the general principle of “one country, two systems" and the country's basic policy towards Macao. It was drafted in light of Macao's realities and after extensively soliciting the views of all circles in Macao and the interior. Because the state's basic principles and policies towards Hong Kong and Macao are identical, in drafting the basic law of the Macao SAR, we took care to make it essentially identical to the basic law of the Hong Kong SAR regarding the general structure and major principles.
