1. Mr Goodlad has seen Mr Davies' minute of 5 May (below). The Minister agrees that it would be a nice gesture for the Secretary of State to mention Hong Kong/Macao to his Portuguese opposite number. He also thinks that we should continue to compare notes with the Portuguese. He would like

to visit Macao in due course.
