to great lengths to "give face"
Most conspicuously, the British
Prime Minister and Foreign Secretary travelled
to Peking in 1991, at considerable political
risk to themselves, in order to achieve a
compromise solution to the airport impasse.

cooperation in bringing this project forward.

In
addition, the Memorandum of Understanding,
negotiated over a protracted period in Peking
to suit the CPG's convenience, has proved
exceedingly difficult to implement in practice
because of the CPG's unwillingness to honour
its terms.
