The CPG had

demanded that HMG and HKG should

not press the CPG for an increase in the

number of directly-elected seats. As a result

of

the package, all demands for such an

increase have vanished from the territory.

The CPG had demanded that the UDHK be excluded

from ExCo.

As a result of the package, all

demands for UDHK

representation in Exco have

disappeared from the territory.

Committee

attacked the

Government-LegCo

as a back-door device to provide

ExCo-equivalent representation for the UDHK.

HKG has not pursued the formation of this

Committee.

HKG could not comply with CPG demands for secret

negotiations and "consultation until consensus" prior to the

(a) HKG's toughest task was to mobilise adequate

public

support for its proposals because (to

accommodate the CPG's sensitivities) they were

extremely modest. The first step to ensuring

their acceptance by the community was to take

the public into HKG's confidence.
