SOME OTHER ARRANGEMENTS FOR THE JLG

From 1 July 1988, the JLG set up its principal base in Hong Kong. It will continue its work until 1 January 2000. Other arrangements include:

It shall meet at least once in each of the 3 locations (London, Beijing and Hong Kong) in each

year.

Proceedings of the JLG shall remain confidential unless otherwise agreed between the two sides.

It may set up specialist sub-groups to deal with particular subjects requiring expert assistance.

Members of the JLG shall enjoy diplomatic privileges and immunities as appropriate when in London, Beijing and Hong Kong.

MAJOR AGREEMENTS REACHED UNTIL FEBRUARY 1991

(1) International Trade Agreements

Hong Kong's membership of the following bodies would be retained after 1997 :

(a) General Agreement on Tariff and Trade (GATT)

(b) Customs Co-operation Council (CCC)

(c)

Multi-Fibre Arrangement

Identity and Travel Documents

(a) With effect from 1 July 1987, British National (Overseas) passports have been issued. As agreed in the JLG, they carry an endorsement stating that the holder of the passport has a Hong Kong permanent identity card which, in turn, states that the holder has the right of abode in Hong Kong.

New types of identity cards currently being issued would continue to be used after 1997 until replaced by the SAR Government.

The JLG has also agreed to transitional arrangements for Certificates of Identity, Documents of Identity, Seaman's Identity Books and Seaman's Certificates of Nationality and Identity.
