In order to ensure a smooth transfer of government the British and Chinese Governments agreed to their discussions in a friendly spirit with a view to the effective implementation of the Joint Declaration. Against this background, the JLG was set up.

(1) to conduct consultations on the implementation of

the Joint Declaration;

to discuss matters related to the smooth transfer of government in 1997; and

sides.

It is an organ for liaison and not an organ of power.

It plays no part in the administration of Hong Kong or the future HKSAR, nor does it have any supervisory role over that administration.

It can only conduct activities within its scope of functions.
