1. I am afraid we too cannot find copies of the earlier minuting on the proposed paper "Outline of Consultations with the Chinese over the Basic Law". We would be particularly grateful to know;

i) The Format: how was the drafting done, who were the Hong Kon representatives and how did HKG/ we seek to influence them?

ii) The main points of disagreement between us and the Chinese during the drafting and whether there were any points of disagreement between us and Hong Kong.

iii) How it ended and in particular what was the final list of disagreements we put to the Chinese, how these points were put to them and with what effect?

2. This is on the face of it a very long list but large chunks of it should be available. I know for example that a paper giving the score for our final list of improvements to the BL exists (2 1/2 out of 43 if I remember correctly!).
