BIRTHDAY HONOURS 1993 : PRIME MINISTER'S LIST

1. A list will soon need to be drawn up of FCO candidates for honours on the Prime Minister's List at the Birthday 1993. should be grateful if any recommendations you may have for this List could reach me by Friday 27 November, or earlier if possible. (This early timing is a nuisance, especially in view of para 7 below. But No 10's deadlines give us no alternative.) If you have no recommendations, please send a

nil return.

Those eligible for consideration on the Prime Minister's List under FCO sponsorship are:

State Servants

a) DS Staff serving at home (provided they have not

returned from an overseas posting in the last six months);

b)

c)

DS Staff no longer liable for overseas service (ie immobile officers);

Home Civil Service Staff and their equivalents working in the Office.

Non-State Servants

d)

Those who reside in the UK and whose services have been largely overseas-oriented (eg the President of the Anglo-Utopian Society).

Officers serving or recently returned from overseas fall to be considered on the Diplomatic Service and Overseas List; honours for DS Staff in the Order of St Michael and St George are awarded only on that list. We look primarily to Heads of Mission to recommend candidates in those two categories. A separate circular will shortly be sent to Posts asking for their recommendations. But there is every reason for you also to draw attention to any particularly deserving candidates, if you wish.
