4. Those in the private sector who reside and perform their services overseas are also for consideration on the DS and Overseas List. For them, too, we look primarily to Heads of Mission for recommendations, but are happy to get
recommendations from others.
5. Guidance on the level of award on the PM's List appropriate to various types of candidate is annexed.
6. For candidates on the PM's List who are approaching retirement, may I remind you that the last List for which they are eligible is:

a) Those retiring between 1 January and 30 June, the
Birthday List of the year in which they retire;
b)
Those retiring between 1 July and 31 December, the following New Year List.
Unsuccessful recommendations are not usually considered again unless they are renewed, with fresh citations. If you wish to resubmit names of any candidates who are unsuccessful for the New Year List 1993 (to be published on 1 January) please do so by 8 January.
8. I would ask you to be particularly alert for any changes in the circumstances or background of candidates which may arise after you have recommended them, and let us know about them quickly (suspected involvement in criminal activities etc). We rely on recommenders to bring anything relevant to our attention. If in doubt please have a word with me or Honours Unit: it goes without saying that we would be discreet.
9. I should be grateful if AUSSS would ensure that the Heads of their Departments are consulted and given an opportunity to suggest candidates.
10. I attach a copy of the FCO Honours recommendation form and guidance on its completion for use with all types of candidate. Extra copies should be reproduced as necessary by photocopying.
11. May I finally remind you of the PUS' request, in FCO Circular 190/92, that you give due consideration to the claims of younger officers. The circular made the point that long and effective service is a consideration. But it suggested that honours recommendations for FCO staff and members of the DS should reflect really outstanding service at any level.
