in pursuance of an arrangement with the United States Of America, referred to in an Order of Her Majesty in Council, made the 15th day of December, 1976, and amendments thereto, a requisition has been made to me, David WILSON, Governor of Hong Kong, by the Consul General
of the United states of America. the consular
representative of the United States of America in
Hong Kong, for the surrender of Paul KAN (also known as Paul Chien), late of Hong Kong, accused of the commission
of the crimes of :

Paul KAN (also known together with Wong Kwok Wah did conspire with each other and with other
persons to traffic in a dangerous drug,
contrary to Common Law and sections 4
