1. I have been investigating into the Marshall scheme which Mr Hum mentioned in his minute of 25 September although this has now been replied to by Miss Spencer in her minute of 28 September.

2. The Marshall scheme was set up in 1953 to provide scholarships for American students in the UK as way of thanks for assistance received through Marshall Aid. are now 40 awards given each year at a running cost of £1.33mn.

There

HMG's support for Hong Kong students is by way of a separate UK/HK Joint Funding Scheme. This was set up in 83/84 in order to offset the difference between "home" fees and "overseas" when full cost fees were introduced for overseas students. Originally the scheme was also running in Malaysia, Cyprus, Bermuda and Cayman islands but was withdrawn from those countries in 1987 hilst being maintained in Hong Kong for political support reasons. Kong is now the largest recipient of FCO Scholarship resources with a budget of £2.2mn annually.
