Thank you for your minute of 28 September.

I sympathise with your wish not to consider cutting the Hong Kong allocation at this stage but am concerned at your suggestion that the US would not qualify as of sufficiently high priority for the funds thus released. It seems to me that such an assumption suggests our scale of priorities needs revising.

The particular history and character of the Marshalls confers on them an important status amongst Anglo/US links. A reduced commitment on HMG's part has correspondingly disproportionate impact. It is not clear to me what gain we are achieving by trimming the Marshalls allocation as you suggest. I suspect that the saving achieved is less than the opportunity cost.

Before we put this subject to bed finally could we have another look at the relevant figures?
