PAPER 1: BACKGROUND TO S K TANG BEQUEST AND SITREP

1. In 1986 Sir S K Tang bequeathed to HMG £1 million as a foundation fund from which the interest should be used for charitable purposes in the UK at the discretion of HMG.

The eventual decision was that one third should go to Institute of Cancer Research and two thirds to fund FCO Scholarship Scheme.

3. The funds are presently held in an account in HK, managed by the HK Government.

It was decided that an application should be made to the Charity Commission (CC) to set up a Trust Fund. We made our application in May 1991 but dealings with the CC have been pretty frustrating. We now have a new interlocator and it looks as if we can at last make some progress.
