I understand you have been looking into how we might establish a Charitable Trust in the UK to administer this bequest. Ms Doherty sent you our application, as agreed with our Legal Advisers, together with background papers, last May. I am writing to you now because we do need to see some progress on this matter and I understand from members of my Department that they have had difficulty in contacting you by telephone.

We are being pressed by some of those who expect to be beneficiaries of this Trust. The Institute of Cancer Research have been waiting to hear from us for nearly three years now. The UK/HK Scholarship Scheme Board, too, have again asked us for more precise information so that they can plan their funding arrangments up to and beyond 1997. We need to be in a position to give these people a proper answer

soon.

Please could you give me some indication soon as to when we can expect this Trust to be in operation. If there are any problems which are holding you up, I should be grateful if you would let me know what they are.

We need to be able to explain to Ministers why this bequest is taking so long to sort out. At present, we are in no position to give a satisfactory answer.
