I had lunch on 10 March whDr Lue, Assistant Principal of King's College London and a close and long-standing contact on the FCO jointly funded scholarships programme - in particular the scheme of PhD awards for Chinese students jointly funded with the K C Wong Foundation in Hong Kong (the existing programme provides for 5 new awards a year at King's College. We have just agreed to expand the scheme to cover placement at any of the University's colleges and provide a further 5 new awards each year). I record the following in case it is of

interest.

Dr Lue is of Chinese (? Mainland, Taiwan or elsewhere ?) origin but both he and his wife hold UK passports. He is intensely interested in developments in China, Hong Kong and Taiwan. He has excellent contacts in the territories concerned and easy/informal access to the Chinese Ambassador here. Dr Lue is however clearly firmly committed to UK interests. His objective is to see the end of communism in China but is convinced this must be brought about by peaceful, evolutionary change in order to prevent the country's economic collapse. On the academic /education side he wishes to do everything possible to see a peaceful post-1997 transfer of Hong Kong to China. He sees that transfer as a possible successful model for a similar arrangement involving Taiwan.

Dr Lue has just been on a 1-year sabbatical in Hong Kong spending some of the time touring around and staying on the campuses of Chinese universities (see attachment). FED may have some interest in hearing at first hand Dr Lue's impressions of his stay in China.

He

Dr Lue feels strongly he can play a role for good in Hong Kong at this point. He told me (on a personal basis) that he has applied for the recently advertised post of Deputy Vice Chancellor at the University of Hong Kong. is aware that enquiries amongst his references have already happened (it seems to me that he will be a strong candidate for the post). He indicated that should he get the appointment in Hong Kong he would be only too ready to offer his services to promote UK interests if he could in any way be helpful. Even if we do not want to take up this offer, should Dr Lue secure the Hong Kong appointment it might be worth HKD having him in for a chat before he sets out (I
