Cear Ms. Scott,

4 IAFA Seminar
Your letter of February 4, 92 refers.
12 February 1992
2. We appreciate the IAEA's position regarding the involvement of local government in hosting the regional seminar. The Hong Kong Government is also aware of the situation. We hope we will be able to confirm the co-hosting status of the Hong Kong Government in our next letter.
3. We are pleased to have the presence of Dr. Hans 81ix at the seminar. We are not sure whether Dr. Blix or any of your experts would preside over some of the discussion panels or would the Agency prefer to leave the job of chairmanship entirely to our local nominees. We need your advice before we can finalise the list of chairmen for the two days.
4. Regarding the invitation of speakers, we wish to clarify that those names appeared in our notes are the speakers we have nominated to address the appropriate topics. It is our intention to have the key figures of the relevant nuclear authorities to participate in the seminar to give credibility to the event. We therefore would appreciate it if the Agency would extend invitations to those people named.
5. On the topic of the Daya Bay NPP - The French experience, we definitely want Mr. P. Tanguy to be our speaker. Mr Tanguy has already been informed about the seminar and is expecting a formal invitation from the Agency. As for Mr. Zan Yun Long, because of his capacity as General Manager of GNPJVC, will participate in the seminar as the guest of HKNIC. HKNIC will issue the invitation and bear all his expenses.
6. We expect the seminar to be conducted in English and we expect all local participants to be able to communicate in English. However, arrangements will be made to provide simultaneous interpretation (Chinese/English) at the seminar venue, particularly for speakers from China.
