Please forgive me for writing to you on a personal basis as a result of representations I have received from a major employer in my constituency. I have taken up the contents of the enclosed letter with the DTI and the FCO but I wanted you to be aware of the background.

Neither I nor the company would expect special treatment but we would be concerned if the contract was to go to South Africa because of state subsidies through the bidding companies. Knowing how strongly Hong Kong is committed to free trade I would hope that this argument would weigh heavily with a company like China Light and Power.
