Pleased with progress on ORP; achieving desired deterrent effect.

Our message that we have the will and the means to return

non-refugees is getting through; many are volunteering to return - hope most will now do so.

Of course some will not volunteer; we intend to keep up regular

mandatory flights.

- Discussion on modalities of ORP II continue (return of those

non-refugees who arrived before 29 October 1991). The Vietnamese

are committed to the return of all non-refugees but face genuine financial problems with reintegrating so many so quickly.

Examining problem with EC and UNHCR who both have reintegration programmes in Vietnam.
