HONG KONG, 4-6 MAY 1992
1.
Mr Peter Freeman, Head of International Division and the UK's Alternate Governor for the Asian Development Bank, will attend this meeting as the leader of the UK Delegation. I shall accompany him. He will leave the UK on Friday 1 May.
2. The purpose of this minute is to commission briefing on any country issues concerning developing member countries of the AsDB which may be raised in the margins of the meeting by other delegates, or which Mr Freeman could usefully raise himself. The deadline for the receipt of briefs in final form is close of business on Thursday 23 April.
3. I attach a list of the countries on which I suggest that briefing will be required. Please feel free to suggest any additions to the list or indeed deletions from it, if there is nothing of substance to be said. It should not be necessary for briefing to be supplied on every developing member country; nor need the briefing be very long or detailed. Its main purpose is to ensure that Mr Freeman is aware of any live issues might come up during the visit: for example controversial aid cases or subjects on which we might receive representations; and any points we ourselves are keen to put across. Briefing need not cover the activities of the ASDB in the country in question, unless we have particular points to make ourselves or there are matters that are likely to be raised.

The briefing should be cleared as appropriate with Development Divisions and with the Diplomatic Wing, who may wish to contribute sections on any political issues on which Mr Freeman should be aware. There may be a need for further ad hoc briefing nearer the time if bilateral meetings are arranged.

I shall be responsible for co-ordinating the brief on China, which will include inputs from both EAPD and the Diplomatic Wing; also on Vietnam, which will cover possible resumption of lending by AsDB, UK Aid and the Boat People. shall commission separate briefs on Hong Kong, Afghanistan and
