ASIAN DEVELOPMENT BANK: 25TH ANNUAL MEETING OF THE BOARD OF GOVERNORS

HONG KONG, 4-6 MAY 1992

Mr Peter Freeman, Head of International Division and the UK's Alternate Governor for the Asian Development Bank, will attend this meeting as the leader of the UK Delegation. accompany him. He will leave the UK on Friday 1 May.

I shall

I attach a copy of my minute of 16 March commissioning briefing for this meeting. Mr Freeman and I will of course need briefing on the current situation in Hong Kong. I should accordingly be grateful if you would let me have by Thursday 23 April a brief in final form, consisting of objectives and points to make on blue crested paper and background on white.

3. I attach a copy of the brief prepared by Mr Sainty for the 1991 Annual Meeting of the Bank; his minute of 16 April 1991 refers. This will need to be up-dated and perhaps also made more detailed, since the annual meeting is taking place in Hong

you Kong. I should warn also that there is a slight possibility that whoever is by then Minister for Overseas Development may wish to attend the annual meeting as Head of the UK Delegation as part of a visit to Asia. We shall not of course know whether this is to happen until after the General Election on 9 April, but you will wish to bear the possibility in mind when drafting the brief.

Paragraph 6 of my minute of 16 March describes the layout which the briefs should follow. Please telephone me if you wish to discuss any aspect of the briefing.
