Thank you for sending me a copy of your draft reply from the Secretary of State to Senator Simon.

Seen from here, it would be very useful for the Secretary of State to refer to the MFN issue in the terms you suggest. My only other comment on the draft is that it might be sensible to be slightly less positive in the first sentence of paragraph three, given the latest poll that appeared in the Sunday Morning Post yesterday! You might wish to replace it with something on the following lines - "Much of course depends on what the people of Hong Kong themselves want."
