Stephen Pattison rang re your letter of 20 November. He has no objection to mention of MFN in this letter, but would like you to include the following two points:

that withdrawal of MFN status would also undermine

business confidence;

and, setting conditions for MFN is not simply a question of withdrawing it but also a question of whether you could set certain conditions that the Chinese have to meet.

He suggested wording as follows:

"withdrawal of MFN or setting new conditions for its renewal would do serious economic damage to Hong Kong and undermine business confidence".
