As a first step, we suggest that we should work up proposals which could be put to the Chinese side on possible post-1997 COCOM arrangements for Hong Kong, taking into account the subsequent need to convince COCOM members that such arrangements are credible. These would cover the nature of the controls themselves and such matters as how Hong Kong would stay in touch with developments in COCOM. We will of course work closely with both the FCO and the DTI on this, and subject to your views will now set this in train at the working level. Once we have a suitable package, we can consider timing and tactics of a possible approach to the Chinese further.
