David Wilson and the enclosed policy paper on Hong Kong's future access to advanced technology in the context of COCOM.

I am grateful for the effort which has gone into the preparation of this paper. As you note in your letter, the administration here was consulted on the paper in draft and I can confirm that we agree with its assessment and conclusions.

I share your view that, in the light of Lu Ping's recent helpful comments on China's stance on this issue, we should now give further thought to how and when to take matters forward.
