suggest that the German authorities should be informed of our requirement in the issue of DVC in paragraph 2 above. Our procedures are very strict and a DVC will not be issued unless Customs have inspected the goods on importation. This is not possible in the present case. In future if they should need to verify the delivery of consignments, and in the event of their not getting cooperation

not getting cooperation from importers, they should contact the Trade Department with the details of the case. We will then try to help by sending Customs to the importer to check whether the shipment has indeed arrived.
