Request by the German Authorities for Delivery Verification Certificates (DVC's) From a Hong Kong Company

Thank you very much for your letter of 27 July 1992 regarding the import into Hong Kong of a consignment of Dynamic RAM from the H3W-Elektronik GmbH. As you said, it would have been easier if the request for a delivery verification was passed to us in the first instance.

The procedures for the issue of a delivery verification certificate (DVC) in Hong Kong require the consignment of goods to be inspected by Customs on import and the appropriate documents endorsed. This is not possible after import and for this reason the company in Hong Kong clearly faced considerable difficulties when it was asked after the shipment of the goods had been effected to obtain a DVC. With the passage of time it is now even more difficult to provide the certificate within the flexibility of our control procedures.
