HONG KONG: ANNUAL REPORT¿TO PARLIAMENT FOR 1991
1. I fear that I have not had time to do more than skim through the draft Annual Report for 1991, but it looks a thoroughly professional and sensible production. One or two figures need filling in, and we await the Governor's final approval.
2. I agree with Mr Ricketts that it would be sensible to continue the practice we started of introducing the report with a short forward from the Secretary of State. The present draft seems to me to fit the bill admirably. Publication at the end of February would just precede the Secretary of State's meeting with Qian Qichen. On balance I think it would be better not to make a reference to that specific meeting in this particular piece.
