I have given a copy of the foreword and the revised draft Report to the Governor in case he has any further comments. The Report is published simultaneously in Hong Kong and London: at our end accompanied by an inspired PQ in both Houses. Our target date for publication is the end of February. To meet that we should if possible return the approved text to Hong Kong by the end of January. Publication of the Report has not in recent years triggered

debates in Parliament.
