In the course of the year the JLG Sub-Group on International Rights and Obligations agreed on the continued

application in Hong Kong of 31 treaties in the fields of Conservation,

Trade,

Postal Communications, Private

International Law, Marine Pollution, Narcotic Drugs, Customs, Science & Technology, International Crime and Transport (Road and Rail). Agreement was reached on the text of a model

agreement on Mutual Legal Assistance between Hong Kong and other jurisdictions. Agreement was also reached on a basis for amending the provisions in the Immigration Ordinance relating to right of abode for children born of Chinese nationals outside Hong Kong; and on the continued use after 1997 of Seamen's Identity Booklets and Re-entry Permits.

Hong Kong's first Investment Promotion and Protection Agreement was signed with Canada and also its first agreement on the Surrender of Fugitive Offenders with the Netherlands. A further five Investment Promotion and Protection Agreements

and two Agreements on the Surrender of Fugitive Offenders

were initialled. Agreement was reached on an Air Services
