It is Government policy to discourage smoking.

In the field of welfare, secure funding will be provided to meet key targets set by the White Paper on Social

Welfare and the Green Paper on Rehabilitation. Recurrent spending on social welfare will increase by 26% in real terms between now and 1997. This has been made possible by a

A new Comprehensive Social Security Assistance Scheme to replace the existing Public Assistance Scheme will be introduced with effect from 1 July 1993 to assist persons

whose income falls below a prescribed level. The scheme

includes different standard assistance rates to meet the

general needs of clients and special subsidies to meet the personal needs of individual clients. The benefits will be

improved with the new scheme.
