Dear Mr hill,
29
ELECTED LEGCO PRESIDENT AND CBF'S EXCO MEMBERSHIP: AMENDMENTS TO THE ROYAL INSTRUCTIONS AND LETTERS PATENT
Thank you for your letter of 27 October to Mr Stone.
Our legal counsellor has advised us that it will not be possible to prepare the necessary papers in time for the November Privy Council meeting. We will, therefore, aim to submit the amendments to the 17 December Privy Council meeting. A lead time of 4 weeks is likely between the Privy Council's decision and entry into force of the amendments.
Our legal counsellor is considering the point which you raised about an amendment to Clause XXIV of the Royal Instructions. We will let you know if there is any advice which we can provide, but would be grateful to have your own views as soon as possible as we need to finalise our submission on this matter fairly shortly.
"acers sincerely,
